How public procurement works
All municipalities and regions must, according to the law on public procurement (LOU) conduct procurement of goods and services in an open, transparent and non-discriminatory manner. The aim is to ensure that taxpayers’ money is used efficiently and that all suppliers compete on equal terms.
For example, procurement can be done through:
- Open procedure (all suppliers who wish to do so may submit a tender)
- Selective procedure (only selected suppliers are invited to submit a tender)
- Reopening of competition in framework agreements
Many municipalities have already procured our solutions through contracts, making it easy to call off products and services without having to start a new procurement process.
What is a framework agreement?
A framework agreement is a long-term contract between a contracting authority (e.g. municipality or region) and one or more suppliers. The contract regulates conditions, prices and scope, but without buying anything directly.
Through a framework agreement, municipalities get quick access to proven security solutions, without having to procure from scratch every time. We are currently party to several agreements at national, regional and local level – both directly with municipalities and via central purchasing bodies.
